Baltimore: Where has the money gone?

I was listening to the radio station WEAA 88.9 FM and the topic of today was  "where has the money gone?" they were basically doing real questions I believe with David Brown correct me if I'm wrong.

So the question of the day is "where has the money gone?" Apparently doing the Baltimore riots there was plenty of money that was funneled into Baltimore to assist with the rebuilding of the neighborhood that had been destroyed by the riots.

Some of this money went to paying off their staff salaries for nonprofits and administrative fees for these non profits as well. Which this money was not intended for that use majority of these nonprofits & organizations were established prior to the Baltimore riots.
Since they were actually already established then they should have already had funding or some capability of paying their staff salaries or accommodating for additional help.

So the big question of the day is where has that money gone? Can anybody answer this question? Seemingly once again there are no answers for this but our communities needs to be asking this question. And this isn't the first time that this has happened when Mayor Schmoke was in office during Bill Clinton's presidency apparently we were given money for the same area as well. And just like that previous incident money went missing and nobody is held accountable for it so if these neighborhoods are still being affected by the same exact issue and apparently there is an issue within the governing body that is causing this to happen.

Unfortunately the only thing that we can ask is, where had the money gone?
